Site inductions, background requirements, escorted access and restricted zones all reduce the number of providers who can realistically service a facility. That is not a reason to lower your standards; it is a reason to establish the position early. Gathering proposals from providers who cannot clear the requirements produces a comparison that has to be discarded, usually after several weeks have passed and the arrangement you needed in place has to start again from the beginning.

Ask each provider what similar requirements they have worked under. Client names are not the point and no provider should be expected to supply them. What you want is whether the process is familiar, roughly how long it took, and whether they have staff who have already been through something comparable. Familiarity translates directly into a start date you can plan around and it is a question every capable provider can answer without hesitation.

The arrangement usually clears its initial hurdle. The difficulty arrives four months later when the regular cleaner leaves and the replacement has to go through the same process from the beginning. If that takes weeks, the site is either uncleaned or serviced by somebody working under escort at additional cost. Ask each provider how they handle this before it happens and the site quietly runs on an arrangement nobody planned for.

The better answers involve depth. A provider who clears two or three people rather than one, or who maintains a pool with the relevant clearances already in place, can absorb a departure without interrupting the service. That costs them something, so ask whether it is included or whether they are quoting on the assumption that one person will remain indefinitely and whether the depth is included in the figure you are being shown.

Work backwards from your required start date, allowing more time for clearance than the estimate you are given. Confirm which approvals must be complete before the first attendance and which can follow. Then hold your existing arrangement in place until access is genuinely confirmed rather than until the paperwork has been submitted, because the two are frequently several weeks apart and a submitted application is not the same thing as an approved one.

Agree how an access problem is escalated. If a cleaner is turned away at the gate, somebody needs to know quickly, and the provider needs a contact on your side who can resolve it. Naming that person during mobilisation prevents an evening where a cleaner waits outside, nobody is reachable and the visit is simply lost and an attendance charged for work that never took place.
