Three situations that need different answers
A public holiday falling on a scheduled attendance is the simplest. Either the visit moves, it is skipped, or it happens at a premium. All three are legitimate and they produce different invoices, so the position should be stated rather than assumed. A provider who has not thought about it will decide on the day, which usually means the visit is skipped and charged and neither party can point to anything that was agreed.
A premises closing for a fortnight is different again. Some tasks genuinely do not need doing in an empty building; others, such as a periodic floor treatment, are far easier to perform when nobody is there. A provider who proposes using the closure for periodic work is thinking about your building. One who simply suspends attendance is passing up the best opportunity in the year.
