Surge is a resourcing question, not a willingness question
Every provider will say yes to additional work, because additional work is revenue. The question is where the labour comes from at short notice. Staff already rostered on other sites cannot simply be moved without those sites noticing. A casual pool exists only if the provider maintains one, and maintaining one costs money whether or not it is used, which is why many providers do not.
Ask for the mechanism rather than the answer. A provider who describes a pool, a relief roster or an arrangement with another operator has thought about it. A provider who says they would manage it has not, and the discovery will occur on the morning you need six people and two arrive. Asking during the comparison costs nothing and the answers vary far more than you would expect.
