Three arrangements that look identical in a quote
A quote on letterhead tells you almost nothing about the structure behind it. In one model the company employs the cleaners, rosters them and supervises them directly. In another, a network sells territories and the local operator carries the work, the equipment and much of the risk. In a third, the business that signs you subcontracts the site to another operator entirely and manages the relationship rather than the cleaning.
Each of these can work. Direct employment gives the clearest line of accountability. A franchised operator is often deeply invested in a small number of sites. A managing contractor can bring scale and back-office capability to a multi-site requirement. What causes trouble is not the model but the version you were not told about, because you will discover it during the first problem rather than during the comparison stage where it could have been weighed calmly.
