How a shared scope drifts
It starts sensibly. One tenant asks the cleaner to do something small while they are there, and the cleaner obliges because it takes two minutes and refusing seems unhelpful. Another tenant sees it and asks for something similar. Within a few months the attendance contains a collection of unpriced tasks, and the areas that were actually in the scope are receiving less time than they were meant to.
Nobody involved has behaved badly. The tenants made reasonable requests, the cleaner tried to help, and the provider never heard about any of it. The result is an arrangement that no longer matches the document, an invoice that no longer matches the work, and a conversation about standards where neither party can establish what was supposed to be happening and the provider is left explaining a shortfall they were never told about.
