The building sets the entry requirements, not you
In a managed commercial tower, contractor access is controlled through a compliance system that checks documents before anyone is issued a pass. The list is usually specific: insurance limits, currency dates, method statements for the tasks involved, chemical information and evidence of induction. None of it is negotiable at tenancy level, and a provider who has not worked under that regime often underestimates how much of it there is and how long it takes to assemble.
Get the requirements from the building manager before you invite quotes. It costs nothing and it changes the comparison, because a provider who already services towers with the same system will treat it as routine while another will treat it as an obstacle. You are not testing enthusiasm here. You are testing whether the provider can be on site in the week you need them to start, which is a different question entirely.
